He is the younger of the twins of Sunder Blackrock. His club foot and twisted right arm, not to mention his relatively diminutive stature, should have kept him from rule in a kingdom largely controlled by strength. He was, in fact, outcast until the moment of Sunder’s abduction.
Modeus has been seeking a foothold in palladium for ages, and Fel promised him a place in Nimro in exchange for power. The king of Hades grafted a demon to Fel’s leg, giving him the power to walk without limping. Modeus grafted a demon to Fel’s arm, giving him the strength to fight.
Modeus did not tell him that these demons were also exerting influence on his mind, and binding Fel more to Hades than to Nimro.
